SCIENTIFIC DATA WILL BOOST GOVERNANCE --- BY PATIENCE OGBO For Nigerians to enjoy the dividends of democracy there is the need for government policies to be centered on citizens’ needs. This was the view of stakeholders at a one day event organized by AfroBarometer Network and CLEEN Foundation to brainstorm on possible survey questions that will impact positively on the lives of Nigerians. The stakeholders were drawn from the civil society groups, the media, the government and NGOs to discuss home grown questionnaires to be employed for the 5th round of the AfroBarometer governance and democracy survey in the country . CLEEN Foundation is working with AfroBarometer as the national partner. The survey will be conducted across the country from June this year and it is aimed at eliciting responses from Nigerians on wide range of issues about governance and democracy in the country . The stakeholders added as part of Nigerian’s home grown questions should also include agitation by Nigerians on fuel subsidy ,insecurity and how government is tackling Boko haram and other insurgencies in the country, epileptic electricity , bad roads , the aviation, electoral malpractices , among others. Katty Addy, the Outreach Co-ordinator for AfroBarometer stated that the survey is aimed at improving the living conditions of the ordinary man. “AfroBarometer has been conducting public opinion survey in Africa and this survey covers a lot of issues and the assessment of democracy , and governance . This survey helps to elicit answers from the ordinary man and their voices to be heard as the data gathered can be useful in formulating policies that are people centered . This is the 5th round of survey organized every three years and this survey will cut across 35 countries . Also, this round of survey will involve home grown questions, like the issues of fuel subsidy in Nigeria, insecurity among others. The survey helps to hear the voice of the ordinary man and what they feel about governance,”Addy said. Innocent Chukwuma , the Executive Director of CLEEN Foundation stated that implementing people centered polices will enhance democracy and governance in the country. .“CLEEN Foundation has been partnering with AfroBarometer for the past ten years and we involved the stakeholders so as to improve on the questionnaires and make it more organized, this way, the issues they care about are included in the questions and the survey will be carried out on specific needs.” Mr. Chukwuma added that data from the survey will be made available to the government and other stakeholders for people centered policy formulation and implementation . “The survey is important because policies should be grounded on solid data to enable policy makers to address people centered policies . Also the survey will help policy makers to evaluate the impact of the polices on the lives of the people, that way, they will know where the problem lies and how to solve it.” Chukwuma said. Reacting to the importance of a governance survey, Akingbolahan Adeniran, the Senior Special Assistant to the Lagos state governor on Legal Matters stated that democracy will impact lives when objective empirical data based on the citizens’ opinion are employed by the government . “The Lagos state government has used data gathered by AfroBarometer and other such data for its policies and such data have been relevant because the more scientific we are in solving our problems, the more objective we are the better for us , as these data help government to look at problems objectively and what the survey does is to give us a broad overview of where the problems lie and how to tackle such problems objectively” .
