Vice Admiral Ogalla delivers 3rd Distinguished Personality lecture of the Institute For Peace and Strategic Studies UI --- calls for special courts for maritime crimes.

 

 





 

 

The Institute for Peace and Strategic Studies(IPSS )  University of Ibadan on Friday August 30th held the 3rd edition of the Institute's Distinguished Personality Lecture. 

 

The lecture which was titled  " Role of the Nigerian Navy in combating maritime crimes and advancing the Nigeria's blue economy " was delivered by the Chief of the Naval Staff , Vice Admiral Emmanuel  Ogalla at the Senator Abiola Ajimobi Foundation hall Institute For Peace and Strategic Studies ( IPSS ) . 

 

In her  welcome address, the Director of the Institute For Peace and Strategic Studies IPSS University of Ibadan Professor Ruth Adio- Moses said the lecture is apt considering  president Bola Ahmed Tinubu's administration 's effort in harnessing the potentials of all sectors of the economy to bring  prosperity to  Nigerians. 

 

 

Vice Admiral Emmanuel Ogalla in his lecture said  " The Maritime domain is critical due to its pivotal role in sustaining global supply chains and driving economic productivity . The annual value of goods and services transported through the seas is estimated at approximately 2.5 trillion United States dollars representing about 5 percent of global Gross Domestic Product.By 2030, socio- economic activities in the maritime sector could account for about 3 trillion United State dollars annually, with the potential to create over 40 million jobs . Clearly , the interconnectedness of socio- economic activities within the Maritime domain forms the basic principles of the Blue Economy.". 

Speaking about the Maritime crimes in Nigeria, Vice Admiral Ogalla said Maritime crimes are transnational in nature and often involve local accomplices and collaborators. " Maritime crimes in Nigeria are rooted in complex socio political economic contentions, particularly between oil producing communities and oil companies. Additionally, factors such as unemployment, poverty and the proliferation of small arms and light weapons create a vicious cycle of maritime crimes . These issues manifest in a range of illegal activities, including communal conflicts, illegal unreported and unregulated fishing , illegal oil bunkering , smuggling and militancy , crude oil theft, pipeline vandalism and operation of illegal artisanal refineries further exacerbate these challenges, threatening Nigeria's inability to fully harness the potentials of the blue economy ". 

 

Speaking on the responses of the Nigeria Navy in combating maritime crimes , Vice  Admiral Ogalla said the Nigeria Navy conceptualized a multi - layered total spectrum maritime strategy to protect naval power across a wide range of threats. ". The objectives of the strategy are to secure , deter and strike against internal spoilers , non state actors and external aggressors by establishing a credible , balanced fleet capable of both offensive and defensive postures".  He added as a way forward to checking maritime crimes,  there is the need to establish special courts for maritime crimes, advocacy campaign for community support and socio-economic crime prevention strategies.     

 

 Earlier , the Deputy  Vice Chancellor Administrator Prof. Peter Olapegba who represented the Vice Chancellor of the University of Ibadan , Professor Kayode  Adebowale said the University is committed to  generating ideas and provide environment for the gown and the town to collaborate to proffer solutions to the challenges of every sector of the country. 

       

  The chairman of the occasion,  His Excellency the senator , Otunba Gbenga Daniel the chairman , senate committee Nigerian Navy represented by General Olumuyi Ogunlowo had urged  Nigerians to support government’s efforts in checking crime and criminalities in their domain  and report such to the necessary agencies as he also urged the citizens and security operatives to do away with sharp practices like corruption and selfishness among other vices that undermine national interests.

 

 

Speaking further on the potentials of the blue economy, Vice Admiral Ogalla said ‘’ Nigeria with its abundant opportunities and resources in the Blue Economy , is no exception. Research indicates that the Blue Economy in Nigeria could generate approximately N7 trillion annually and create over 4million jobs by 2030 if properly harnessed.Nigeria’s maritime domain is rich in resources such as manganese nodules, copper and fisheries . Most importantly, crude oil accounts for about 8 percent of Nigeria’s Gross Domestic Product (GDP), 77 percent of total exports and significant percentage of national revenue . According to the Nigerian National Petroleum Corporation Limited (NNPCL), the country’s current oil and gas assets are valued at over N120 billion dollars in the near future . Nigeria’s maritime domain holds an estimated 36billion barrels of oil and 182 trillion cubic feet gas reserves . It has capacity to produce around 2.4milion barrels of oil and 8 billion cubic feet of gas per day. The area also hosts several oil –producing and storage platforms , including approximately 5,779 oil wells , 9,717km pipeline, 112 flow stations, 16 gas plants and  126 production platforms’’.

Speaking on successes recorded by the Naval in checking criminals on the waterways and the solutions to the challenges, Vice Admiral Ogalla said the Nigeria navy has  adopted strategies which includes surveillance capability, response capability, and law enforcement which requires coordinated efforts of multiple agencies, each with distinct but interconnected roles and responsibilities . He said ‘’ The Nigerian Navy maritime stakeholders, played a crucial role in the passage of the Suppression of Piracy and Other Maritime Offences Act in 2019’’. He added that Nigerian Navy’s operational responses involved anti-piracy and sea robbery operations, anti-oil theft operations, anti-smuggling operations, anti- illegal, unreported, unregulated, and fishing operations, regional cooperation , enhanced hydrographic operations .  He said ‘’ Following series of operations to maintain credible presence at sea, incidents of piracy and searobbery in Nigerian waters reduced considerably. This was reflected in the International Maritime Bureau Global Piracy Report of 14 July 2021, which indicated ‘’ the lowest total of piracy and sea robbery attacks against ships in 27 years’’. This resulted in the delisting of Nigeria from the IMB Piracy List in March 2022 according to the IMB Piracy Report of 3 March 2022. I am glad to inform this audience that there was no piracy incident in Nigerian waters in 2023 and between January and August 2024, there has equally been no incident recorded . There are still incidents of passenger boats being attacked by hoodlums within the Niger Delta area and the Navy is not relenting to curb these criminalities ‘’

 The Naval boss added that non diligent prosecution of maritime crimes continues to be a challenge in the bid to rid the maritime clime of criminal elements adding that lack of limited community support makes criminals more emboldened as they know that they may not be reported or caught, adding that due to the cheapness of setting up local refineries, the locals are relentless even after constant destruction of such refineries, they are quick to set them up again. He said ‘’ records indicate that the Navy has arrested over 4,606 suspects for various maritime crimes between 2015 and 2024. Most of these arrests were carried out in the communities within the riverine areas. Some community leaders justify the criminal behavior. This complicates maritime law enforcement efforts and poses a significant challenge to maritime security, it also underscores the urgent need for comprehensive , society –wide solutions to address root causes of maritime criminality , which threatens the successful exploitation of the Blue economy potentials in Nigeria’’

As a way forward, Vice Admiral Ogalla proposed the designation of special courts for maritime, advocacy campaign for community support and socioeconomic crime prevention strategies to be adopted . He concluded ‘’ The Nigerian Navy has demonstrated a strong commitment to ensuring a secure environment necessary for the development of the Blue Economy. However, continued success of these efforts will require increased support and collaboration from all stakeholders ‘’.

At the end of the lecture, there was an  investiture for the Naval boss as the Society for Peace Studies and Practices SPSP and IPSS inducted the Naval boss into the societies and awarded him a fellow of the SPSP and the first IPPS fellow.  Also, retired Naval officers in Oyo state presented award to the Naval boss.

Police , other security operatives, locals , ONSA rescued 20 medical students, other captives in Ntunkon forest , No ransome paid ----- FPRO

 


Twenty medical students and others captives held by kidnappers have been rescued . 

The Force Public Relations Officer ACP Olumuyiwa Adejobi stated early on Saturday. 

ACP Adejobi stated that rescued of the victim's took place on Friday by a combined team of security operatives and locals including ONSA with no ransome paid to the kidnappers. 


He said "We confirm the release of our brothers and sisters and some other Nigerians who have been in captivity on Friday 23rd August 2024 in Ntunkon forest, Benue  State. Without any ransom paid. Contrary to some tweets and unconfirmed stories that some money was paid, no kobo was paid to release them. They were actually rescued tactically and professionally. We commend the security agencies, locals, and ONSA for their commitment and resilience. Thanks to you all. More details soon". 

It can be recalled that the medical students were going for a conference in Enugu state when they were kidnapped in Otukpo town which is about  two hours drive to Enugu state.

''I need N23million To Get A Kidney Transplant'' ACP Otti begs Nigerians


 

A former Police Spokesperson in Lagos State, ACP Chike Oti, who is battling with kidney disease, has appealed to Nigerians for financial assistance of N25 million to undergo a kidney transplant.

Oti, in a statement made available to the News Agency of Nigeria (NAN) on Thursday in Lagos, said he was recently diagnosed with fifth stage renal failure.

“I wish to inform you that I was recently diagnosed with fifth stage renal failure, also known as end stage renal disease (kidney failure) occasioned by unmitigated high blood pressure at Lagoon Hospital, Bourdillion Street, Ikoyi, Lagos.

“It is recommended that my only chance to stay alive is that I must undergo hemodialysis twice a week until I am able to raise the sum of N25 million for kidney transplant.

“On my own, I have spent about N3.5 million for the one week I spent at the aforementioned hospital.

“The cost of keeping alive is way beyond my means right now. I, therefore, seek your help dear brothers and sisters to surmount this terrible illness.”

Aswani Market : Where Customers, Traders Hide Their Money Inside Their Pants To Avoid Being Robbed

One has heard stories of persons being trafficked in the desert hiding their money in their anus and sanitary pads but  reports about traders and customers in a market  hiding their money in their private body parts indeed shows how horribly  bad the security situation  among traders and customers   in Aswani market Lagos Nigeria.

Investigations reveal that   traders and customers  resorted to  hiding their money in their bodies as they see this as the ‘’safest bank’’  when they are in Aswani market due to  series of encounters they had  with robbers who  disguised as fellow customers or traders but their  intentions is to target genuine customers and rob them of their hard earned money they brought to the market and from traders who have made sales .

To this end, investigations reveal that carrying a handbag, a purse or a sack to Aswani market – a market which opens majorly every Tuesdays in Lagos is a novice way to enter the market as those who are familiar with happenings in the market know that the number one module is not to slack, loose guard of  as there are robbers lurking about  targeting customers and traders to steal their money and sometimes goods at the slightest opportunity.

Narrating how she was robbed in Aswani market  on August  20th , a housewife who identified herself as madam Bola had visited the market from  Ogun state  said her bag was snatched right where she was purchasing some clothes. She added that she lost her phone and other items  however,  it is  the swiftness of the crime that baffles her  .

She said ‘’ I  went to Aswani market to buy some clothes . I went there from Ogun state . You can imagine how early I would have left my house so as to get to the market . I got to the stand where I saw some clothes I liked . All the while,  my handbag was held around my neck so as to prevent anyone from snatching it  because that is how many customers to Aswani market keep their bags away from thieves . Since I wanted to try some clothes on, I removed my bag and hung it inside the umbrella I was standing with the woman selling the clothes . I was right inside the umbrella and my bag was hanging over my head  . As soon as I was done with selecting the clothes I liked, I looked up to take my handbag but the bag was not there . I was shocked and I asked the woman I was in her stand if she removed my handbag but she said no. At that moment, I became scared because my phone, my purse, my  ATM cards and other valuables were inside that bag. I quickly tried to call my phone  number with another person’s phone so we can trail the thief but to no avail. I had to quickly run to the bank to withdraw all my money and block my account. But I could not  block my Opay account but the money I had there was not that much. I am still in shock and wandering how someone can come to the market to steal and the person can be that fast. The thief went away with my phone and other valuables but thank God I reacted fast to stop them from empting my account ‘’.

Narrating another theft that she witnessed while lamenting her ordeal that same day in the market, Madam Bola said ‘’  When I came back to the market after I had gone to the bank , I noticed that a lady was wailing. She has become a victim of robbery too. She said her iphone was stolen from her bag. She was lamenting bitterly over the theft of her phone. I felt sorry for her .  I started hearing series of robbery incidences in the market . From one  sad tale to the other of how robbers have turned Aswani market to a hot bed for their crime and customers and traders have to device means to keep them from stealing their money .

Investigation by this newspaper reveals how traders and customers keep their money safe while in the market .

A customer mama Joy said ‘’ I have my way of keeping my money safe from robbers in Aswani market . I learnt about it after I was robbed of my hard earned money in the market . I learnt that customers hide their money by rolling the money into a cloth and inserting it  between their legs as if they wore sanitary pads or they wear undies with pockets which they hide their money in their bodies . I started doing that too and since then my money has been safe . Also,  I do not bring bag or phone to Aswani market because you will instantly be targeted by these robbers. The robbers in Aswani market I guess are more than the traders and customers  from the experiences I heard.  The Aswani market association and the Aswani police station behind the market need to find a way to stop the robbers as these robbers  are making shopping in the market a sad experience for many’’.

Speaking about her experience , a customer Madam Grace said ‘’  I brought a sister to the Aswani market to buy bedspreads . I was happy to take her there and she had withdrawn some money about N35,000 which she kept in her purse. We went to the stands and bought the bedspreads but while she was inspecting the goods, she left her purse on the clothes . When she was done inspecting the clothes and she was about to pay, she started looking for her purse. I was standing right there and other buyers too and we did not know how the purse was removed . She was very sad and I was sad too because I was the one that encouraged her to come to Aswani market  . All our efforts to get the person that took the purse was abortive. She left the market that day without buying those bedspreads  and since then she had not stepped her foot inside that market, same for me too, since that experience, I have not gone back to Aswani market for anything. Government should do something to stop those spoiling the market.’’

Another customer from Ibadan Oyo state said Mrs Yemisi Joel said  ‘’  I go to aswani market to buy goods to bring to Ibadan to sell. I was a victim so I learnt  in the hard way that  carrying a  handbag to Aswani market is a big mistake as those robbers will cut your bag and snatch it right under your nose when you are engrossed with your purchase , or moving from one stand to the other . I do not take my phone to that market and I dress shabbily so as not to attract the robbers. I hide my money in my body or in some cases, I will ask the trader to send someone with me to the bank so I can withdraw and hand over the money to the person to bring to her . I do not  make the mistake of taking a bag , ATM card to that market . I have seen a situation where after they stole a customer’s bag, the robbers will remove the clothes they wore , probably they have  worn two or more clothes, as soon as they have stolen , let us  say the thief wore a black top  and is putting on face cap, as soon as he or she steals  the purse or bag of a customer, they will remove their clothes , like if they are wearing a black top and face cap, they will quickly remove the black clothes and put on a red clothe and remove the face cap . So if the victim is busy looking for a person that stole from her or him, they will be looking for someone wearing a cap and a black top whereas, the thief had changed his appearance to avoid being detected and apprehended , you Aswani  market and find a solution to nip the crime rate in the bud permanently  ‘’.

When contacted for their reaction to the cases of robberies in the market, the Lagos state police command ‘s spokesperson Benjamin Hundeyin did not reply a Whatapp message to his phone .

Lawyer Sues AGF and State Attorneys General Over Open Defecation Crisis on Lagos-Ibadan Expressway

Lagos-based attorney Evans Ufeli has initiated a lawsuit at the Federal High Court in Lagos against the Attorney General of the Federation (AGF) and the Attorneys General of Lagos and Ogun states. The lawsuit seeks a judicial review and an order of mandamus to compel the authorities to address the severe issue of open defecation along the Lagos-Ibadan Expressway.



Ufeli’s legal action underscores the public health crisis caused by open defecation, which he argues has become a widespread problem particularly in the area stretching from Sagamu to Ojodu-Berger. This unsanitary practice, according to Ufeli, creates a serious public nuisance and threatens the health of commuters, local residents, and road users.


The lawsuit aims to enforce the implementation of effective control measures by the federal and state ministries of environment. Ufeli contends that the authorities’ failure to address this issue constitutes a neglect of their duty of care, exacerbating environmental and health hazards. He warns that the situation could lead to the spread of airborne diseases if left unaddressed.


In his motion ex-parte, filed under Order 26 Rule 6(1) of the Federal High Court (Civil Procedure) Rules 2019, Ufeli seeks an order of mandamus compelling the AGF to direct the Lagos and Ogun state attorneys general to establish control mechanisms through their ministries of environment. He argues that these measures are crucial to preventing and managing the trend of open defecation along the expressway.





Additionally, Ufeli is requesting a court declaration that the ongoing open defecation by homeless individuals and others along the expressway constitutes a severe public nuisance. He claims it reflects poorly on national infrastructure and poses significant health risks.



The suit also demands recognition of the duty of care owed to Nigerian citizens—particularly those using the expressway. It calls for measures to prevent and penalize those responsible for turning the expressway median into a site for open defecation.



Ufeli’s lawsuit reflects growing concern over public health and environmental management issues in Nigeria, highlighting the need for prompt and effective action by government authorities.


 


LAGOS STATE TASKFORCE RIDS MILE 2 OKE OF ROAD SIDE PETROLEUM DELAERS, SHANTIES

Lagos State Taskforce has taken critical steps to curb the escalating challenges posed by roadside vendors and the proliferation of shanties along Mile 2 oke on Oshodi-Apapa Expressway. This swift action is part of the planned programmes of the Chairman of the Agency, CSP Adetayo Akerele to protect and preserve the environment in line with the THEMES PLUS agenda of the State Government. 


In recent months, the stretch of road along Mile 2 Oke has been plagued by illegal roadside activities that have contributed to severe traffic congestion, an alarming rise in traffic-related robberies, and an overall degradation of the environment. The spread of shanties has not only affected free flow of traffic on that route    but has also become a breeding ground for criminal activities, putting the lives and properties of motorists and commuters at risk.


The Lagos State Taskforce, acting on the directives of the State Government and Lagos Commissioner of Police, CP Adegoke Fayoade has moved swiftly to dismantle these illegal structures and clear the area of vendors selling goods by the roadside. 


The Chairman disclosed that the road side vendors who set up tents on the kerbs are  also known to deal illegaly in petroleum products 


“Among the most pressing issues addressed was the illegal sale of petrol and diesel by the roadside where over 2000 litres of petroleum products were seized. This is a highly dangerous practice that poses a significant risk of fire hazards and explosions. We will ensure that such activities that endanger the lives of these illegal merchants and other road users are brought to a complete halt”.


He further assured that the Lagos State Taskforce remains committed to ensuring the safety and well-being of all residents, and this operation is a testament to that commitment. 


“We will continue to monitor the area to prevent the resurgence of illegal activities and to ensure that the roads remain clear for safe and smooth transportation”.


Residents and business owners in the Mile 2 area are urged to cooperate with the authorities and adhere to the Environmental laws of the Lagos State Government in order to maintain the safety and serenity that has been recorded overtime.


CSP Akerele concluded that 4 suspects were arrested and several items were confiscated during the raid. The arrested suspects will be charged to court and items confiscated will be forfeited to the State Government through the court.

Johannesburg: The brutal murder of Clement Hadebe (29) has highlighted the dangers faced by LGBTQ+ individuals in South Africa.


Hadebe, originally from Madadeni in Newcastle, in KwaZulu-Natal province, was found shot nine times at a bed and breakfast lodge in Johannesburg in the early hours of Monday morning.


Hadebe’s friends have alleged that he met his alleged killer at the bustling KwaMai Mai Market downtown Johannesburg, where the man bought him alcohol.


One friend who requested anonymity recounted how the man and his two friends joined their group at a table, offering to buy them drinks.


“They offered to buy us drinks. We couldn’t say no to free booze,” the friend said.


He noticed that one of the men, who he believed to be straight, was showing interest in Hadebe. He advised Hadebe to tell the man that he was gay, but Hadebe brushed off his concerns.


“I could tell that the guy is straight, but Hadebe just played along. When he asked Hadebe to go home with him, I again called him to the side and begged him to reveal his sexuality, but he brushed me off,” the friend said.



Another friend told ZiMoja that he left with the men and Hadebe in their car, but was ordered to jump out on the way to the hostel in Jules where the men stayed. The friend said they only wanted to be with Hadebe again.



Tragically, the next day, Hadebe was found shot nine times, allegedly by the man he had left with the night before.


Friends believe that the man killed Hadebe after discovering he was gay.


“The guy spent a lot of money on us, and he was sure that he took a woman home. He even booked a room at a bed and breakfast place,” said one friend.


“We thought that he was straight,” the friend added.


“But that did not give him the right to kill. He could have just let him go. What he did is horrible. I pray that he rots in jail for this horrific crime. Hadebe was a lovely person who loved life; he did not deserve this,” the friend said.


Gauteng SAPS spokesperson Colonel Noxolo Kweza confirmed that the police are investigating the murder.


“A murder docket is being investigated after a man was shot and killed on Monday,” she said.
